Some new members found their feet more quickly than others at the Cape Town City Council’s budget meeting yesterday. First they had to be shown how to vote electronically.

Those in favour of an ANC proposal to postpone the adoption of the budget should press the red button, instructed the Speaker, Dirk Smit. Those against, the other button, colour not mentioned. And if they wished to abstain, press the one with a cross. Sê weer, as they say in Afrikaans. Amid the general confusion, Deputy Mayor Ian Neilson thought he would lend a hand. “In other words, if you want the budget to be adopted, vote no,” he explained.
